Official: Taliban better financed than al-Qaida

WASHINGTON – The Taliban are in much stronger financial shape than al-Qaida and rely on a wide range of criminal activities to pay for attacks on U.S. and coalition forces in Afghanistan, a senior Treasury Department official said Monday.

David Cohen, the department's assistant secretary for terrorist financing, said the extremist group extorts money from poppy farmers and heroin traffickers involved in Afghanistan's booming drug trade.

The Taliban also demand protection payments from legitimate Afghan businesses, he said during a speech at a conference on money laundering enforcement.

Cohen's assessment came as President Barack Obama and his top advisers discuss whether many more troops may be needed in the 8-year-old Afghanistan conflict. A critical part of the deliberations is whether the fight should be a more narrow one against al-Qaida or a broader battle against the Taliban-led insurgency.

According to Cohen, al-Qaida is a cash-strapped organization that is losing its clout. That condition is the product, he said, of a long-running effort by the U.S. and its allies to cut off the terror group's sources of funding by targeting its deep-pocketed donors and interfering with its ability to move money.

In the first half of 2009, he said, al-Qaida's leaders made four public appeals for money to bolster recruitment and training.

"We assess that al-Qaida is in its weakest financial condition in several years, and that, as a result, its influence is waning," Cohen said at the conference, sponsored by the American Bankers Association and the American Bar Association.

But Cohen cautioned that situation could reverse quickly because a pool of donors "who are ready, willing and able to contribute to al-Qaida" still exists.

The Taliban, meanwhile, appear to be heading in the other direction despite an international effort to shut down the movement's cash supply.

Drugs are a major money maker for the group.

Replace capitalism with Islamic financial system: cleric

Muslims should take advantage of the global financial crisis to build an economic system compatible with Islamic principles, influential Sunni cleric Sheikh Yusuf al-Qaradawi said on Sunday.

"The collapse of the capitalist system based on usury and paper and not on goods traded on the market is proof that it is in crisis and shows that Islamic economic philosophy is holding up," said the Egyptian-born, Qatar-based cleric.


"The Western system has collapsed and we have a complete economic philosophy as well as spiritual strength," he said at Sunday's opening of a conference on Jerusalem.

"All riches are ours... the Islamic nation has all or nearly all the oil and we have an economic philosophy that no one else has," Qaradawi said.


He urged Muslims to "profit from the crisis to bring about the triumph of the (Islamic) nation, which holds the spiritual and material resources for victory."

The sixth conference on Jerusalem is being attended by around 300 people representing political parties as well as Muslim and Christian NGOs, from various countries.

It is staged by Al-Quds (Jerusalem) International Institution, which is dedicated to the conservation of the holy city and its sacred places.

Participants include Khaled Meshaal, exiled head of the Palestinian Islamist movement Hamas, and Ali Akbar Velayati, a top adviser to Iranian spiritual leader Ali Khamenei.

The three-day conference will look at ways of protecting Jerusalem and its holy sites, which participants believe are threatened by Israel.

Burning the candle at both ends

With the U.S. economy "obviously going through a tough time," America should welcome capital investments even from foreign sovereign wealth funds, President George W. Bush asserted on March 14, 2008 at New York's Economic Club.

"It's our money to begin with," he added, referring to roughly $95 trillion in OPEC holdings of U.S. dollars and investments accumulated largely through oil sales. Contending that we can "protect our people against investments that jeopardize our national security," Mr. Bush added, "Seems like we ought to let it come back." But President Bush is ignoring some basic principles of U.S. capitalism and democracy: personal and corporate ownership rights are nearly sacrosanct.

Banks are helping sharia make a back-door entrance

It seems only yesterday that Premier Dalton McGuinty declared: "There will be no sharia law in Ontario." Many of us, who witnessed the medieval nature of manmade sharia laws in our countries of birth, heaved a sigh of relief back in September of 2005. We thought this was the end of the attempt by Islamists to sneak sharia into a Western jurisdiction. We were wrong.

The campaign to introduce sharia is back. Last time, the campaign took a populist approach, invoking multiculturalism. This time, the pro-sharia lobby is dangling the carrot of new niche markets and has the backing of Canada's major banks. Such icons of the corporate world as Citibank NA, HSBC Holdings PLC, and Barclays PLC have endorsed sharia banking and have started offering Islamic financing products to a vulnerable Muslim population.
