Daniel Pipes: Mickey Mouse air security

As hands are wrung in the aftermath of the near-tragedy on a Northwest Airlines flight approaching Detroit, a conversation from London's Heathrow airport in 1986 comes to mind.

It consisted of an El Al security agent quizzing Ann-Marie Doreen Murphy, a 32-year-old recent arrival in London from Sallynoggin, Ireland.

While working as a chambermaid at the Hilton Hotel on Park Lane, Murphy met Nizar al-Hindawi, a far-leftist Palestinian who impregnated her. After instructing her to "get rid of the thing," he abruptly changed his tune and insisted on immediate marriage in "the Holy Land".

He also insisted on their travelling separately.

Murphy, later described by the prosecutor as a "simple, unsophisticated Irish lass and a Catholic," accepted unquestioningly Hindawi's arrangements for her to fly to Israel on El Al on April 17.

She also accepted a wheeled suitcase with a false bottom containing nearly 2kg of Semtex, a powerful plastic explosive, and she agreed to be coached by him to answer questions posed by airport security.

"What is the purpose of your trip to Israel?" Recalling Hindawi's instructions, Murphy answered, "For a vacation."

"Are you married, Miss Murphy?" "No."

"Travelling alone?" "Yes."

"Is this your first trip abroad?" "Yes."

"Do you have relatives in Israel?" "No."

"Are you going to meet someone in Israel?" "No.

"Has your vacation been planned for a long time?" "No."

"Where will you stay while you're in Israel?" "The Tel Aviv Hilton."

"How much money do you have with you?" "Fifty pounds." The Hilton at that time costing at least pound stg. 70 a night, he asked:

"Do you have a credit card?" "Oh, yes," she replied, showing him an ID for cashing cheques.

That did it, and the agent sent her bag for additional inspection, where the bombing apparatus was discovered.

Had El Al followed the usual Western security procedures, 375 lives would surely have been lost somewhere over Austria.

The bombing plot came to light, in other words, through a non-technical intervention, relying on conversation, perception, common sense, and (yes) profiling.

The agent focused on the passenger, not the weaponry. Israeli counter-terrorism takes passengers' identities into account; accordingly, Arabs endure an especially tough inspection.

"In Israel, security comes first," David Harris of the American Jewish Committee explains.

Obvious as this sounds, over-confidence, political correctness, and legal liability render such an approach impossible anywhere else in the West.

In the US, for example, one month after 9/11, the Department of Transportation issued guidelines forbidding its personnel from generalising "about the propensity of members of any racial, ethnic, religious, or national origin group to engage in unlawful activity." (Wear a hijab, I semi-jokingly advise women wanting to avoid secondary screening at airport security.)

Worse yet, consider the panicky Mickey-Mouse and embarrassing steps the US Transportation Security Administration implemented hours after the Detroit bombing attempt: no crew announcements "concerning flight path or position over cities or landmarks," and disabling all passenger communications services. During a flight's final hour, passengers may not stand up, access carry-on baggage, nor "have any blankets, pillows, or personal belongings on the lap".

Some crews went yet further, keeping cabin lights on throughout the night while turning off the in-flight entertainment, prohibiting all electronic devices, and, during the final hour, requiring passengers to keep hands visible and neither eat nor drink.

Things got so bad, the Associated Press reports, "A demand by one flight attendant that no one could read anything elicited gasps of disbelief and howls of laughter."

Widely criticised for these Clousseau-like measures, TSA eventually decided to add "enhanced screening" for travellers passing through or originating from 14 "countries of interest" as though one's choice of departure airport indicates a propensity for suicide bombing.

The TSA engages in "security theatre" bumbling pretend-steps that treat all passengers equally rather than risk offending anyone by focusing, say, on religion. The alternative approach is Israelification, defined by Toronto's Star newspaper as "a system that protects life and limb without annoying you to death".

Dublin: Saudis to establish school

THE GOVERNMENT of Saudi Arabia is planning to establish a school with an Islamic ethos in Dublin.

The plans have been announced in Arabic on the website of the Saudi embassy in Dublin which opened in September.

According to the notice, the decision to set up a school was taken at a meeting in Dublin late last month.

The meeting was attended by members of the education committee of the Saudi Shura Council, an unelected body whose members advise the Kingdom's government, and Saudi Arabia's ambassador to Ireland, Abdulaziz Aldriss.

"It was decided in the meeting to establish a Saudi school to teach the children of Saudi citizens and students residing in Ireland," the website says.

The Saudi embassy insists the plans are at a very early stage, and a spokesperson yesterday declined to give further details. In a statement, the Department of Education said the Saudi government had not been in contact with the department regarding the matter.

Speculation has mounted within Ireland's 40,000-strong Muslim community over how big the school might be, and whether it will cater for non-Saudi Muslims.

According to the embassy, less than 15 Saudi families live and work in Ireland, and more than 400 Saudi nationals study here, though the latter number is expected to rise in coming years following the Saudi ministry for education's recognition of more Irish third-level institutions.

Ali Selim, a theologian based at the Islamic Cultural Centre in Clonskeagh, Dublin, welcomed the plans. Asked about speculation within the Muslim community that the school may incorporate secondary education, he said that if this proved correct it would "achieve a long cherished Muslim ambition" in Ireland.

The State already has a number of Muslim primary schools.

Yusuf Islam, formerly known as Cat Stevens, booed at comeback gig

FANS have rallied round the musician formerly known as Cat Stevens after he was booed by a small number of people at the first gig of a long-awaited comeback tour.

A small number of people walked out when Yusuf Islam, staging his first tour since 1976, interrupted his performance in Dublin on Sunday night for a 40-minute presentation of a new London stage show, media reports said.

Update: Irish Priest Freed in Philippines

A 79-year-old Irish Roman Catholic priest abducted in the Philippines a month ago was freed early Thursday and neither country paid any of the kidnappers' $2 million ransom demand, Irish and Filipino authorities said.

The Rev. Michael Sinnott said he was not harmed but complained of arduous journeys as kidnappers took him by sea and through jungles to evade government troops.

"I was treated well. Once I had been kidnapped and brought to the boat, that was very rough," he told Manila's ABS-CBN television from a military camp in southern Zamboanga city.

He said he was not angry with the kidnappers, whom the Philippine government suspected had ties with a large Muslim rebel group. "They gave me lectures on their ideology but apart from that, they treated me well."

Irish President Mary McAleese called Sinnott's freedom the answer to the shared prayers of millions in both countries.

"He is clearly a man of great resilience, strength and courage and we wish him well as he seeks to recover from such a trying ordeal," Mrs. McAleese said.

And Prime Minister Brian Cowen said the government would help the priest enjoy "a speedy reunion with his family and friends."

Six armed men abducted Sinnott Oct. 11 from his missionary home on the southern Philippine island of Mindanao, escaped by speedboat, and took him into the jungle.

Officials had feared he could suffer a fatal heart attack because he was still recovering from heart-bypass surgery. Rumors persisted that he had died in captivity.

Philippine security officials blamed Rev. Sinnott's kidnaping on the Moro Islamic Liberation Front, a separatist group that has fought for decades for Muslim self-rule in the predominantly Catholic country.

But the rebels denied involvement.

Rebel leader Mohagher Iqbal said his group applied "pressure and our moral authority" on the kidnappers to release Rev. Sinnott.

Chief Philippine negotiator Rafael Seguis credited Moro rebel leadership with persuading the kidnappers to hand over the priest.

Senior military commander Maj. Gen. Benjamin Dolorfino said Sinnott was debriefed in the southern military camp before flying to Manila later Thursday to be greeted by President Gloria Macapagal Arroyo.

Maj. Dolorfino and Mr. Seguis said Philippine authorities paid no ransom.

Obama Administration Frees Three More Gitmo Detainees

The Department of Justice Saturday evening announced that two detainees had been transferred from Guantanamo Bay to Ireland, and one had been transferred to Yemen.

There are more than 220 detainees remaining at the prison. In the last couple months, the White House has made it increasingly clear that the President will not make his self-stated January 22, 2010 deadline to close to prison.

Alla Ali Bin Ali Ahmed, a native of Yemen, was captured in Pakistan in 2002 and returned to Yemen today. The Yemeni Embassy to the US issued a statement saying the country welcomed, "with enthusiasm, the release and transfer of its citizen."

Known at Gitmo as Captive 692, the government labeled Ali Ahmed an "enemy combatant," saying he "was associated with Al-Qaeda. He was present on the front lines in Bagram, Afghanistan.

He was identified by a senior Al-Qaeda facilitator as having been a resident at a safehouse in Kandahar, Afghanistan in 2000 (his individual also saw the detainee at a safehouse located in Faisalabad, Pakistan in February 2002 with a group of Yemenis who had fled Afghanistan). Finally, the Detainee was identified by another individual, a senior Al-Qaeda operational planner, as having resided at a safehouse located in Kandahar in 2001."

Al Ahmed denied almost all of the charges.

"I never went to Afghanistan, ever. You have to prove how you came to the conclusion that I am a member of the Taliban," he told a military commission.

Al Ahmed claimed he left Sana'a, Yemen around 2000 for Karachi, Pakistan to learn about textiles, with $3,500 -- most of which was from his mother -- in his pocket.

After several months of partying -- "We spent the whole six months going out, having fun, ladies," he says of one leg of his journey -- he ended up in a house full of university students in Faisalabad, Pakistan.
