Arab countries fail on human rights—report

CAIRO, Egypt — Human rights deteriorated across the Arab world in 2009 with torture widely practiced in several countries, an Arab watchdog said in a report released on Tuesday.

The report by the independent Cairo Institute for Human Rights Studies surveyed 12 countries and said that most of them repressed human rights activists, press freedoms, and discriminated against religious minorities.

The state of human rights in the 12 countries—Algeria, Bahrain, Egypt, Iraq, Lebanon, Morocco, Palestine, Saudi Arabia, Sudan, Syria, Tunisia, and Yemen—"has worsened compared to 2008," the report said.

"Arab governments remained wedded to a broad array of repressive laws that undermine basic liberties," compared to the previous year, said the report, "Bastion of Impunity, Mirage of Reform."

"Peaceful rotation of power through representative politics, and clean and competitive elections remained a dream in most countries covered by this report," it said.

Egypt and Syria were singled out as leading offenders, with Cairo said to lead the region in practicing torture and Damascus for repressing rights activists.

"Egypt continued to top the list of countries in which torture is routinely and systematically practiced," it said, adding that dozens had died in the country of torture or excessive force by police.

The report also found torture was "routine" in Bahrain, "rampant" in Tunisia, and practiced in Saudi Arabia against terrorism suspects.

Human rights advocates faced harassment in several Arab countries, with Syria, which has jailed dozens of democracy activists, holding the "worst record in this regard."

Religious and ethnic minorities also continued to suffer discrimination in several Arab countries, such as Egypt and Saudi Arabia, the report said.

"Despite the Saudi regime's attempt to appear to champion religious tolerance and interfaith dialogue in international forums, in practice the national religious police continue to exhibit violent behavior," it said.

Egypt, where roughly 10 percent of the 80-million-strong population are Coptic Christians who frequently complain of discrimination, "is increasingly acquiring the features of a religious state," it added.

The report also said that US policies were "wholly inimical to reform and human rights in the region," and accused President Barak Obama's administration of abandoning support for reform initiatives in the Arab world.

"The last spark of life in the initiatives was quashed once and for all with the arrival of a new US administration," it said.

Bahey eldin Hassan, the rights group's director, said the 12 countries surveyed were indicative of the region.

"We think that through analyzing these countries we can get a general picture of the region," he said.

Hassan said the report did not include recommendations because the governments would ignore them. "These are not governments that are going through a reform process and are waiting for advice."

The rights group's representative in Geneva, Jeremie Smith, warned at a press conference that Arab countries had exported attempts to undermine accountability to the United Nations Human Rights Commission.

"Arab governments have largely taken strategies that they have perfected at a national level to avoid accountability, and they have exported them to the United Nations system," he said.

UK: Islam must learn to live as a minority, says Chief Rabbi

The Chief Rabbi has called on Muslims to get used to living as a minority in Britain and to learn to separate religion from power.

Lord Sacks said that neither Muslims nor Christians had yet learnt the lessons inflicted on the Jewish people by the Babylonian exile.

“One of the great advantages of being Jewish is you know how to sing in the minor key,” he said. “We have had 26 centuries of experience ever since the Babylonian exile of living as a minority in the midst of a culture that does not share our views. Christianity and Islam have not had that experience.”

He said that Christianity had learnt toleration but only after 100 years of “knocking the hell out of each other all over Europe”.

He said: “So Christianity went through its experience, Judaism has been through it a long, long time ago and Islam has not yet had that experience.

“I have no doubt that Islam will work its way through to the essential situation that Judaism arrived at and Christianity, namely the substantive separation of religion from power. But there’s no quick way of getting there. It is quite a difficult and painful process within religion.

“Only Muslims can do it. Nobody can tell them from the outside. That would be taken as an affront and I would regard it as morally unacceptable. I do see some wonderful Muslims in this country and elsewhere, in Iraq and even in Iran, going through that process.

"I think some of the Muslim thinkers today are some of the most courageous thinkers I have come across and it is very striking how many of them are women.

It is very interesting. So Islam will get there. But I would hope that one of the ways they would get there is just coming to understand how things work in Britain.”

The Chief Rabbi was delivering the annual lecture to the think-tank Theos in London to an audience of politicians, journalists, academics, businessmen and faith representatives.

He warned that Europe’s loss of a tolerant religious culture made it vulnerable to the advance of fundamentalism.

Tolerant religion was “the only strong enough defence with some of the religiosity that is coming our way with the force of a hurricane,” the Chief Rabbi said.

“Let me be blunt. Either we win or the fundamentalists win and that is the challenge. If the fundamentalists win, I wouldn’t hang around too long.”

Western World and Discrimination against Non-islamic Religions

Discrimination Against Non-Muslims in U.S. Must Stop
Monday, September 21, 2009 - Tawfik Hamid

Upon landing in the United States on Sept. 13 after speaking at a conference in Poland, I noticed that the first picture welcoming international visitors at Washington Dulles International Airport was of two Muslim women wearing the hijab. The photo also portrayed a mosque and the crescent as a symbol for Islam. I have noticed on other visits to the airport that the same photo is in the same position at Window A1 of the immigration hall, where travelers show customs officials their documentation.

I have checked the other pictures in the hall to see if other religions are represented in the same manner. To my surprise, there are none. The only religious symbols that exist in such a manifest manner are Islamic.

This situation raises an important question: Why don't airport authorities acknowledge other faiths as well? If the answer is that Muslims are a minority, then why aren’t other religious minorities acknowledged? Aren't they humans who deserve respect for their faiths, too? Jews, Hindus, and Buddhists are also minorities in the U.S., yet their faiths are neither recognized nor respected by the airport authorities to the same extent that the Muslim faith is.

It is not only unfair but also discriminatory when Islam is the ONLY faith that is respected in such a manner, while other faiths are ignored.

Religious intolerance in Pakistan widespread: US

Religious Intolerance
By Khalid Hasan

WASHINGTON: While Pakistan was credited with have taken ‘some steps’ to improve the treatment of religious minorities, the International Religious Freedom Report, released at the weekend, described the general situation on this front in pretty negative terms.

The report, covering 2007, said, “The government took some steps to improve its treatment of religious minorities during the period covered by this report, but serious problems remained. Law enforcement personnel abused religious minorities in custody. Security forces and other government agencies did not adequately prevent or address societal abuse against minorities. Discriminatory legislation and the government’s failure to take action against societal forces hostile to those who practice a different religious belief fostered religious intolerance, acts of violence, and intimidation against religious minorities.” Read more ...
