CAIR Frets Over FBI Policies

by Steven Emerson

Executive Director, The Investigative Project on Terrorism

On September 30, the Council on American-Islamic Relations (CAIR) expressed concerns over recently revised and publicly posted FBI Domestic Investigations and Operations Guide (DIOG).

Specifically, CAIR complained that a substantial portion of the DIOG was “whited out” and did not disclose the policies covered by that section.
The ACLU is a co-complainer with CAIR in this matter. Michael Macleod-Ball, acting director of its Washington, DC legislative office, stated, "The FBI has considerable authority - and a noted history of abusing that authority. Its investigative powers must have nothing less than clear, bright and easily understood boundaries."
The DIOG is 258 pages of clear, and understandable instructions on how the FBI conducts its domestic investigative and intelligence operations.

These policies are replete with admonitions concerning the protection of Constitutional and civil rights. These policies link directly to similar Attorney General guidelines, requiring specific high level FBI headquarters and Department of Justice approval for the FBI to engage in certain kinds of investigative or intelligence gathering operations, including those that target religious organizations or prominent religious figures and prohibiting investigative efforts focused on First Amendment-protected activities.
These are the documented facts. Facts that are conveniently ignored by CAIR and similar Islamist apologist organizations as they seek to have these issues viewed through their muddied perspective.

CAIR contends that Part 16, dealing with “undisclosed participation,” covers the use of informants working undercover in mosques. This has been a major issue of contention with CAIR and other Islamist groups, who believe the FBI indiscriminately and unjustifiably sends undercover informants into mosques even when there is no criminal predicate to do so.

Islamist Groups Threaten Free Speech Ruling
Will we allow the enemy to destroy what so many of our countrymen died to protect?

Free Speech
Frontpage Interview's guest today is Joe Kaufman, the Chairman of Americans Against Hate and the founder of CAIR Watch.

FP: Joe Kaufman, welcome to Frontpage Interview.

A little while ago, there was a great victory for you, for the War on Terror and for freedom of speech. The Texas Court of Appeals dismissed the case that was brought against you.

But now it appears that the saga continues. The Muslim groups are pushing forward and asking the Texas Supreme Court to review the case.

What exactly is going on? Give us an update.

Kaufman: Since my legal victory in the State of Texas Court of Appeals, where the appellate agreed that I was a journalist and ruled unanimously that the case brought against me had no merit to continue, the other side has attempted to fight the ruling. First, they tried to get the appellate to reconsider its decision, but they lost that too, as the decision was upheld. Now, they are making a last gasp effort to get the Texas Supreme Court to review the matter.

FP: For some of our readers that might not know, tell us what this case is about. Read more ...

Islamist Groups Push Conspiracy Theories in Homegrown Terror Cases

Islamist Lobby

It's all a big plot by the FBI and state prosecutors to smear Muslims, don't you know?

By Brendan Goldman and Shireen Qudosi

“Our Koran is off limits,” said Hussam Ayloush, executive director of the Council on American-Islamic Relations (CAIR) Los Angeles chapter. “Our youth, who they try to radicalize, are off limits. Now is the time to tell them, ‘We’re not going to let this happen anymore.’”

The above statement, taken out of context, might read like a condemnation of radical Islamists who target young American Muslims. It’s not. The “they” and “them” in the quotation above refer not to al-Qaeda, but to the FBI. That such a conflation is possible is indicative of how leaders of “mainstream” American Muslim organizations have distorted the critical issue of confronting homegrown terrorism.

Ayloush was responding to the arrest in February of Ahmadullah Sais Niazi, a naturalized American of Afghan descent who is accused of perjury, naturalization fraud, misuse of a passport obtained by fraud, and making false statements to a federal agency, including denying that he had met with Amin al-Haq, his brother-in-law and Osama bin Laden’s former security coordinator, in Pakistan in 2005.

Instead of dealing with the facts of the case, the Islamists at CAIR and the Islamic Shura Council of Southern California attacked the credibility of the state prosecutor, Assistant U.S. Attorney Deirdre Eliot, and the government’s primary witness, 46-year-old FBI informant and father of four Craig Monteilh. In their magazines and in the blogosphere, the Islamists accuse Eliot of anti-Muslim sentiments and note that Monteilh has served time in prison. The facts of the arrest itself are relegated to later paragraphs or not mentioned at all. Read more ...

Islamist Groups Keep 'Punking' the FBI

CAIR

By David J. Rusin

A coalition of Muslim groups, including the Council on American-Islamic Relations (CAIR), has threatened to suspend outreach efforts with the FBI following news of the agency planting informants in California mosques. That the man under investigation has been charged with a host of crimes and allegedly was recorded discussing jihad is apparently irrelevant. According to the coalition, the FBI has lost the trust of Muslims by seeding mosques with "agents provocateurs."

Putting aside the irony that CAIR might cut off the FBI after the FBI cut off CAIR, these events raise a vital question: to what degree have prominent Muslim groups assisted the FBI in keeping America safe? Indeed, history shows that CAIR has been less of a help than a hindrance. Read more ...
