Denmark: Somali terrorist was role model for integration

Update: According to MMG's lawyer, PET tried to recruit him three times, as a collaborator or informant, but he refused and told them that he couldn't help them with anything. (DA)

The Somali who tried to kill Kurt Westergaard this past Friday is Muhideen Jelle, according to the Kenyan media, or Muhudiin M. Geele. The Danish media now refer to him as MMG

I added another story below - MMG's ex-wife and sister claim that the Danish security service tried recruiting him after he came back from his Jihad trip to Somalia. What we don't know is whether they succeeded. It could certainly explain why he wasn't being followed.

Taking the two articles together - MMG went to Somalia in 2005. In 2006 PET tried to recruit him. By 2007 he was recruiting Danish Somalis to Jihad in Somalia. In 2008 he was collecting money in Sweden for Jihad. He then returned to Somalia. He was arrested in Kenya in 2009. The Kenyan authorities apparently didn't want to deal with a terrorism trial against him and so deported him back to Denmark.

Who is Abdi?

The 28 year old Somali with the short nickname who attacked Kurt Westergaard Friday with an axe in the cartoonist's home in Aarhus is a man with two faces: the good and the evil.

He's up for a long prison sentence for two attempted murders. He has experience as a fighter and sympathizes with the most brutal terrorists in East Africa.

But Abdi also has a past as a caring father to three children, of which the youngest is two and the oldest seven, and as a teenager he was a respected role model in Aalborg.

Three of the men who know Abdi's past in the north Jutland town best confirm this.

Ekstra Bladet spoke yesterday with Jens Larsen, head of a local club for immigrants, Nuuradiin Hussein, a social worker in Aalborg Municipality, who both had great expectations for Abdi, and Mohammed Abdulle, board member of the mosque in Danmarksgade.

They can almost not praise him enough. But Abdi didn't want to be a model for integration and Danish community support.

"Suddenly he evidently wanted revenge," says Mohammed Abdulle.

Abdi came to Denmark with a big sister in 1997. In Aalborg Øst they were united with their mother [who had come to Denmark in 1995]. Their father was dead.

Abdi quickly stood out in the New Danes group of 38 Somali boys who showed up in town as the jetsam of war and famine.

"He was calmer and quieter than the others - more mature. While several of the others rowdy and had smart jargon and tested the limits with threats and fights, Abdi kept himself in the background. He thought what the others were doing was stupid and honestly said who we should watch," remembers former youth counselor Nuuradiin Hussein, who today is a social worker for Aalborg Municipality.

The friendly, serious boy was a clear success. He distinguished himself with fluent Danish, good grades from technical school, and easily got a job in elderly nursing, cleaning or care for the elderly. For several years he was a homework tutor and mentor for young immigrant troublemakers in Aalborg.

"He was never in an A-class. Abdi didn't need that. He was very active," says Mohammed Abdulle, who is also spokesperson for the Somali Cultural Association.

But something went wrong. A seed sprouted and grew and smashed Abdi's marriage and opportunities in Denmark.

"It's a shame. He was really a great kid. Maybe the last young Somali people would suspect of going to ruin," says Jens Larsen, head of the municipal leisure club Fri-Stedet, which is mainly aimed at young immigrants.

But popular among other Somali boys, he wasn't.

"Nah. We was a little isolated. He wasn't good at 'scoring' with girls and playing football. The things which typically give status," explains Nuuradiin Hussein.

As an adolescent he married the person Somalis call 'the sweetest girl in Aarlborg'. A girl from a good, well-integrated family.

The wedding was a show of success. Abdi dropped out of his engagements as homework tutor and mentor. As the years passed he isolated himself more. Secretly he cultivated a more radical interpretation of Islam that the others in the mosque. His great computer know-how opened a new world on YouTube. In the same period he sported a goatee.

"We noticed that Abdi and another young Somali suddenly didn't want to greet women," says Nuuradiin Hussein.

The friend moved to years ago to London, a known incubator of Islamism. He hasn't shown himself in Aalborg since.

Ekstra Bladet learned that in 2007 Abdi was seen recruiting other Somalis in Aalborg's neighborhoods of apartment blocks to the war flaring up in Somalia. This however surprises Nuuradiin Hussein: "Abdi isn't a strong person. He doesn't have the assertiveness to win people over to an issue."

His harsh religious attitudes and wish to go to war were purportedly not his wife's cup of tea. The marriage creaked.

But consideration for the family had to give. While the bloody war was at its highest, Abdi traveled twice to his homeland. Ekstra Bladet learned that he got the rank of officer. After one of the trips he supposedly came back injured to Aalborg.

Nuuradin Hussein met him shortly afterward in the mosque at Danmarksgade.

"People only go to Somalia if they have pain in their life. I'm certain that this also holds for Abdi. He was unusually quiet. Most others who were in Somalia then, talked a lot. Abdi said nothing. He was really hard to read.

Last year Abdi finally broke up with his wife. They divorced and Abdi moved to Copenhagen, where he supported himself since as an IT programmer. Secretly, according to the Police Security Service, he cultivated his new contacts in al-Qaeda in Kenya and the brutal organization al-Shabaab.

As late as last summer he was in Kenya, where he was arrested. Officially because his travel papers weren't valid. Unofficially, because he was suspected of being an accomplice with East-African terror networks.

Abdi was put on a plane home in September, after which he settled down in the Copenhagen suburb of Hvidovre.

The ambitious terrorist sympathizer visited Aalborg since. In the mosque he enjoyed time with his children. Nice and friendly, the good Abdi.

The last months, before Abdi came to Grøndalsvej with an axe and a knife, he disappeared. Nobody suspected anything wrong. Certainly not in Aalborg.

"It was a shock for his family, and a hard blow for all Somalis," says club head Jens Larsen.

"I don't understand it. He should have continued his battle in Somalia, if he was so abnormal," says Nuuradiin.

"Who is he? I don't know. There must be something very wrong mentally with the man I knew," says Mohamed Hussein.

The family is hiding. Abdi's mother went to Sweden. He ex-wife left the apartment at Konvalvej with the couple's three children, and the sister of the country's most discussed immigrant, opens the door just a crack: "I don't want to talk about it. I don't have time." And she slams the door.

Spike in number of Arabs volunteering for National Service

A report published by the Shlomit - National Service Placement Organization indicated that the past year has seen a 90% increase in the number of Arab-Israelis volunteering for National Service.

In 2009, 1,400 Arabs joined the National Service program, compared with only 580 in the previous year.

Every Israeli citizen who is not obligated to serve in the army has the option of volunteering for National Service, which involves assisting staff at schools, hospitals and other institutions.

Haya Shmuel, director general of Shlomit, told Ynet that the figures are indicative of the Arab youngsters' desire to integrate into Israeli society.

According to her, this trend began in 2006, when the recruitment of Arabs to National Service was made possible following a High Court petition filed by Shlomit to that end.

"One of the factors that had prevented Arabs from volunteering in the past was the objection voiced by Arab politicians and the Higher Arab Monitoring Committee, but during the past year we have not heard from the committee on this matter," Shmuel explained. "They understood that when it comes to (National Service) they cannot suppress their people's will."

According to her, the sharp rise in the number of Arab volunteers stems form the realization that their involvement in the National Service program benefits the entire sector, as most of the youngsters recruited to National Service work within the Arab communities – in schools, kindergartens and community police.

However, many Arab-Israelis still disapprove of National Service.

Amdad Darawsham, 18, who resides in a village near Akko, began his volunteer work at Magen David Adom emergence services this year.

"There were those who called me a traitor; I don’t know why, and I don't care, because I'm doing exactly what I want to be doing," he told Ynet.

"I recommended the National Service to a few friends. I think it's very helpful. During these two years after graduating from high school we can evolve as people and connect to Israeli society," said Darawsham, who hopes to become a nurse.

Minister Hershkowitz (Habayit Hayehudi) said in response to the report that he considers increasing the number of Arabs volunteering for National Service an important mission.

Switzerland: Trouble finding the hate preachers

Swiss magazine Die Weltwoche reports on an a study of Swiss imams.

Switzerland has about 200 mosques, but nobody really knows what is preached in them.

Neither does the government, who investigated the issue. The study was presented to the parliamentary security committee. The media asked for it to be published, but the government classified it as confidential.

The Federal Council says that it's not being published since it doesn't include anything which hasn't been dealt with in the media before.

The 17 page study "Islamist Imams", is dated from Jan. 29, 2008. It apparently contains several controversial findings.

The study begins by saying that most Muslims can practice their faith while following the constitution. Religion is rarely the main reason for integration problems.

A minority of imams, however, preach radically, in a way which prevents the integration of Muslims. At least 8 imams in a dozen mosques preach a radical interpretation of Islam. These mosques are located in the cantons of Geneva, Neuenburg (2), Vaud (2), Valais, Bern, Basel (2), Lucerne and Zurich (2). These mosques are mostly Arab mosques, and seven of the eight imams are North Africans. This corresponds to the known pattern that most of the Islamist activists in Switzerland are Arabs.

It's possible that these eight imams are just the tip of the iceberg, since there is a shortage of data and resources. The report says that it isn't possible to know how many imams carry on extremist and violent propaganda, or in how many mosques such an Islamist vision is being preached. The reason is legal barriers for intelligence gathering and lack of specific studies.

The report notes that the DAP, the Swiss Security Service, has no concrete information about preaching ongoing in the 200 Swiss mosques. There is only one exception: an imam in the Canton of Bern (apparently in Biel), who 'voluntarily' handed in to the authorities eight of his sermons made in 2000 to 2004.

The imam, who preaches a Wahhabi interpretation of Islam, supports suicide attacks in the occupied areas of the Muslim world. He also says regularly that Jihadists in these regions should be encouraged and asked his flock for financial support for Jihadists.

According to the report, the sermons were usually explosive. He preached about the eternal irreconcilability between the Christian 'crusaders' and the Muslims. The imam told his listeners that violent Jihad against non-Muslims could also be practiced in the West, once converts to Islam will achieve a critical mass.

Quoting the Koran, the imam taught that Muslims were called for violence against Christians and Jews to get them to submit to Islamic domination.

The Muslims were urged not to submit to a non-Islamic secular order. It was necessary to champion violent Jihad in order to establish an Islamic state in the Arab world and to re-establish the Caliphate. The preacher called specifically for violent Jihad against the Crusaders in the Arab world, particularly in Iraq. The moderate Muslims were branded the 'worst enemies of Islam'.

This imam was also one of the organizers of the protest against the Danish Mohammed cartoons, which took place on Feb. 2006 in the Bundesplatz. About 600 people attended, almost all Arabs, and a few dozen Salafists, according to the report.

The hate preaching of the imams has an effect. A young Tunisian, who was radicalized under the influence of the imam, went to Syria in 2005 and then to Iraq to join the Jihad. In Iraq he joined the 'martyr's brigade', fighting for the local al-Qaeda. Apparently the Tunisian from the Bern mosque couldn't achieve his wish for an act of martyrdom, and he was killed by the coalition forces in April 2006.

In addition to the imam from Biel, the report mentions other examples of hate preachers. In the mosque of Kriens, a Libyan with a permanent residence permit incites his followers to violence. The report says that it's said that he calls the Swiss apes and infidel pigs and supports their extermination. While the report was being written the man was still active in calling for violence in occupied Muslim areas, whether perceived or real.

The information about the Kriens imam is based on 'hearsay'. Which indicates a basic problem for Swiss intelligence: by law their work ends at the door to the mosque. The Muslim mosques are considered private areas, and the intelligence services have their hands tied. They cannot tape the sermons, neither video nor audio. In order to know what is being taught in the mosques, the intelligence services need a person who is continuously in the mosque, who knows the language and who memorizes the sermons.

Once an imam is identified as a hate preacher, there are means to confront him, which are described in the report as 'adequate'. These only apply if the imam is officially registered in Switzerland. For 'unofficial' imams, who come to Switzerland for a limited amount of time and then move on, the available resources to confront them are 'limited'.

The report suggests several ways to deal with the phenomenon of Islamist imams. The Federal Office for Migration was commissioned to check the possibility by the end of 2008 of a Swiss university project to study the number, original and theological bent of official Swiss imams. The Justice Ministry was asked to submit proposals by mid-2009, on how to better control the entry of hate preachers. And the Ministry of Internal Affairs was asked to develop imam training following the example of other European countries.

When Weltwoche tried to check on whether these proposals were followed, they got the run-around.

An attempt to change the law and allow for intelligence gathering in the private space did not pass parliament.

Foreigners to get 100,000 kroner incentive to leave Denmark

Immigrants who can’t or won’t integrate into Danish society will get a bonus if they return home

The Danish People’s Party (DF) has strengthened its immigration stance by securing an agreement to pay ‘anti-social’ foreigners 100,000 kroner to leave Denmark.

As part of the on-going budget negotiations, the government’s traditional ally DF said it secured the agreement late last night.

Refugees and those who come to Denmark under family reunification schemes currently get 28,256 in repatriation support if they leave, of which 11,000 is a bonus. The bonus is usually paid out a year after the recipient returns home and their right to Danish residency expires.

The new deal would see 100,000 kroner given as a bonus if a foreigner returns home and gives up their residency rights in Denmark.

Neither the government nor DF has yet elaborated on what constitutes an ‘anti-social’ foreigner, but have said that it would be aimed at those who ‘can’t or won’t integrate’.

According to DF party leader Pia Kjærsgaard, the move will save the state a significant sum in local costs which are administered by local and regional councils.

‘Society will save a lot on an immense number of charges and problems. We already know that there are problems with nursing homes and have been problems with hospitals and health charges,’ Kjærsgaard said.

As part of the agreement local councils will have access to a 20 million kroner pool of funds to help motivate foreigners to return to their home countries and will be fully refunded for repatriation costs compared to the current 75 percent refund they receive today.

But opposition parties are shocked by the news saying it sends a clear signal to foreigners that Denmark wants to see them leave the country.

At the weekend’s negotiations, DF also secured a further agreement to crack down on immigration.

Ten million kroner of the budget will be set aside to improve passport control at Danish borders with the purchase of scanners that can check Interpol databases for stolen travel documents.

Swiss Referendum Stirs a Debate About Islam

ZURICH -- An emotional debate over the role of Islam in Switzerland is heating up as a referendum approaches that would ban the construction of minarets on mosques.

On Nov. 29, the Swiss will vote on a referendum to ban the construction of minarets, an initiative promoted by the right-wing Swiss People's Party, who argue that a minaret is a symbol of Islamic intolerance.

Minarets are tower-like structures capped with crowns; while the structure has no special religious significance, it is often used for the call to prayer for Muslims.

The debate comes in a country that has prided itself on integrating its large immigrant population and that largely avoided the clashes over the rights of Muslim minorities seen elsewhere in Europe. Business and political interests are especially worried about a possible backlash from the Muslim world.

For example, Swiss watchmaker Swatch Group Ltd. is worried that its relations with Muslim countries -- an important destination for its goods -- will be imperiled if the initiative passes.

"The brand 'Swiss' must continue to represent values such as openness, pluralism and freedom of religion," said Hanspeter Rentsch, member of the executive group management board at Swatch. "Under no circumstances must it be brought in connection with hatred, animosity towards foreigners and narrow-mindedness."

The Swiss People's Party gathered twice the required signatures needed to call a vote. Its campaign used posters depicting a woman in a burqa in front of a row of minarets shaped like missiles. Some cities, such as Basel, have banned the posters, while Zurich and others have allowed them in the name of free speech.

The party, the country's largest political group and a fierce critic of immigration, drew international criticism for a campaign poster two years ago showing a white sheep kicking a black sheep out of Switzerland.

A national poll by state-owned media group SRG shows that 53% of voters oppose the ban and 34% support it. Muslim leaders, who have taken a low-key approach to the controversy, are nonetheless worried.

"This initiative gives a message that Muslims are not welcome here," says Elham Manea, a lecturer in political science at the University of Zurich. "If it passes, it raises the possibility of radicalization of some young people. It would be a big disappointment."

Some say that even defeating the referendum won't dissolve the tension. "It won't end with this," says Hisham Maizer, head of the Federation of Islamic Organizations in Switzerland. "The debate about Islam in Switzerland has just begun."

The controversy is unusual in a country where 20% of the population are counted as foreigners, and which has taken a pragmatic approach to integrating its immigrants.

About 400,000, or roughly 5%, of Swiss residents are Muslim. Most are of Turkish or Balkan origin, with a small minority from the Arab world.

Somali Muslims Changing Small Tennessee Town

Shelbyville
Tens of thousands of Somali refugees have resettled in America in recent years to escape the chaos of their homeland, but the transition isn't going smoothly in one small town.

By Erick Stakelbeck

It has been nearly 20 years since Somalia last had a functioning government. Islamic Jihadists now control most of the country – and sharia is the law of the land. Tens of thousands of Somali refugees have resettled in America in recent years to escape the chaos of their homeland, which is located in the Horn of Africa.

But the transition isn't going smoothly in one small town.

At first glance, Shelbyville is your typical sleepy southern hamlet. It's nestled in middle Tennessee, where the walking horse is king.

There's Main St., the local sheriff, a movie theatre. It's all very "Mayberry," except for one big difference: the recent arrival of hundreds of Somali Muslims. Read more ...

Thriving in America?

Muslims
Headline figures from a new Gallup poll – which say that Muslims are doing better in the US than the UK – don't tell the whole story. Applying one country's model to the other won't complete the story either.

By Zahed Amanullah

Six years ago, I left the country where I was born and arrived in Britain with an intent to settle with my new wife. I flew into Heathrow on a one way ticket - with no visa - and yet was allowed into the country with no difficulty, even though I was a Muslim immigrant arriving just over two years after 9/11. I was offered a job within two weeks, paid by a British company directly into a bank account back home while I sorted out my residency. When I did so a few months later, I was told it would take up to four weeks. It took 24 hours.

This would normally be the type of story that drives Daily Mail readers mad, except for the one factor that trumps all others when it comes to personal identity, socio-economics, and religious practice. I'm an American. Read more ...

School Principal Forced to Resign After Trying to Scrap Muslim-Only Assemblies. Why assimilate when your host culture is so eager to eradicate itself?

Julia Robinson
'Forced out': Julia Robinson has resigned
after her plans to scrap single faith assemblies
By Chris Brooke

A popular headmistress has resigned after parents objected to her replacing separate assemblies for Muslim pupils with a single gathering for all faiths.

Julia Robinson felt the change would promote 'inclusiveness' in the multi- cultural school but faced accusations of racism.

She had sought advice from education chiefs about her plan for Meersbrook Bank Community Primary in Sheffield, where most of the pupils are white Christians.

But the move was stopped after a small number of parents complained and allegedly made claims of racism.

The row led to her being off work for most of last year but she was due to make a 'phased return' this term.

However, further protests from a small number of parents led to her quitting.

Chairman of governors, Sarah Browton, also resigned in support.

Now there are fears a move intended to unify the 240 pupils has instead split the school.

Around a fifth are from ethnic minorities, with about 35 Muslims.

Britain
Separate Muslim assemblies were reportedly held at least weekly, led by a parent and open to non-Muslims.

A teacher, who asked not to be named, said: 'The head inherited the separate assemblies and she took careful advice on what to do.

'But when she tried to stop them, she was accused of being a racist. She wanted to hold assemblies for all the pupils. That is what happens in most schools but some parents wanted things to stay as they were.

'The buzzword from the authority is all about community cohesion but there is little cohesion at this school. The staff are very upset.' Read more ...

Poll: 44% of British Muslims Wants Their Own Separate Society

Segregation
Many Muslims do not want to integrate
MUSLIMS want to create their own communities and remain segregated from British society.

A shocking 44% think they should be free to develop along separate lines.

But critics claim Muslims will create their own ghettos if they are left to their own devices.

The poll found religion has replaced race as the biggest equality issue, with six in 10 Brits thinking it is more divisive. Mass tension has grown following terror attacks from Muslim fanatics, including the 7/7 Tube bombings in 2005.

The war in Iraq has also added to divisions leaving many communities split.

But critics are fuming Muslims are refusing to fit into our way of life.

English Democrats’ chairman Robin Tilbrook said: “As far as I’m concerned, what we want to be about is having an integrated society.

“If people don’t want to integrate, they shouldn't be here.

“It’s not at all right to have what’s really a sort of ghetto situation developing – it’s going to lead to trouble. Read more ...

Italy: Minister Wants Muslim Immigrants who Refuse to Integrate Kicked out of the Country

Andrea Ronchi
Rome, 22 Jan. (AKI) - An Italian Minister said on Thursday that immigrants who did not want integrate must be deported from the country. "We must fight everything that is related to violence, because our will is to integrate, however, in order to integrate we must expel all those that do not want to take part in it," said Andrea Ronchi, Minister of Department for European Community Policies.

Ronchi made the remarks during a roundtable with members of the Italian Islamic Religious Community (COREIS) in the northern Italian city of Milan. During the meeting, Ronchi attacked the UCOII, the largest Muslim umbrella group in Italy, accusing it of supporting terrorism.

According to Ronchi, the UCOII "supports terrorism and fundamentalism."

"For example, I have always been a supporter of a register of the imams and muslim prayers in the Italian language. I also enthusiastically support the initiative by Rome's Grand mosque to publish on its website all sermons preached there ," said Ronchi. Read more ...

Why 'who is a Muslim?' has no easy answer
The Muslim community, argues a new book, is far from the unified group the media make it out to be

Canada
By Sarah Barmak

Debate about Muslim integration in Canada has been back in the headlines, bolstered by stories hinging on perceived conflicts between Muslim communities and Canadian society, especially when it comes to the status of women.

But according to law professor Natasha Bakht, such discussions grossly simplify the issues. The editor of Belonging and Banishment: Being Muslim in Canada, a new collection of essays by commentators such as Toronto Star columnist Haroon Siddiqui and sociology professor Carmela Murdocca, Bakht argues the problems are more complex, partly because the Muslim community is far from the unified group the media makes it out to be.

The Star's coverage of eight Muslim women who alleged their employer discriminated against them by requiring they hike their skirts above the knee over their pants for safety reasons is just one story that has provoked heated discussion recently. So have others about the so-called "honour killing" of Toronto teen Aqsa Parvez; the debate over girls wearing the hijab during sports; and "veiled voting" legislation.

The Star spoke with Bakht about the status of women in Islam, integration in Canada, and whether there is a single Muslim identity. Read more ...

Alcohol creates 'barrier' for Muslims

Alcohol
October 10, 2008 - 6:03PM

Alcohol, food and gender relations are the key barriers to social interaction between Muslim and non-Muslim Australians, a study suggests.

The findings emerged from a study commissioned by the federal government to develop better community-based integration programs.

The project focused on Muslims who have experienced racism since the 2005 Cronulla riots.

To determine social barriers, researchers interviewed a group of 10 Muslims who socialise predominantly with other Muslims. They also spoke to 10 non-Muslims from the Cronulla area who did not mix with Muslims.

Among the non-Muslims, it was not well-known that drinking alcohol is forbidden under Islam.

The concept of halal - denoting what is permissible under Islam - was also little understood.

Female Muslim interviewees said they could not understand how drinking by non-Muslims can be seen as responsible behaviour.

Their male counterparts said they would refuse invitations to events where alcohol was consumed to shield the women from it.

Some of the respondents said they felt morally compelled to avoid alcohol, even if halal food was provided.

Experiences of racism, language barriers and social demographics also made the Muslim participants more hesitant to mix with non-Muslims.

The study also looked at community-based programs designed to promote integration and socialisation between the two groups.

It found local councils were doing relatively little to build bridges between Muslims and non-Muslims.

The non-government sector was found to be the leader in building relations. And activities that encouraged contact, like sport, were the most successful.

"There is great scope for greater participation by councils in this area," the study says.

It said local, state and federal governments should do more to engage mainstream community groups with Muslim organisations, fund documentaries that feature positive stories of Muslims, and undertake a "public myth-busting" campaign to promote peace and tolerance.

Parliamentary Secretary for Multicultural Affairs Laurie Ferguson welcomed the report.

"It is by undertaking and evaluating research such as this that we become more responsive to our community's changing needs," he said in a statement.

"We all have a role to play in making our communities more inclusive and stronger for the future."

In 2006 there were 340,000 Muslim Australians, according to the Australian Bureau of Statistics.

NSW has the largest Muslim population, close to 170,000, of whom most live within 50km of the Sydney city centre.

Somalians 'won't integrate'

Burqa
A Somalian woman who came to Norway more than 10 years ago is harshly criticizing her fellow Somalian immigrants and Norwegian authorities. In a new book, she claims Somalians themselves don't want to integrate into Norwegian society, and that Norwegian welfare programs make it easy for them to remain isolated.

She claims that resistance to integration is widespread especially among Somalian men, who fear losing their culture and religion. Many are afraid of Norwegians and view them as infidels who can't be trusted.

In her book, entitled "See us!" (Se oss!), Amal Aden claims the Somalians also exploit the Norwegian welfare state and have many children in order to qualify for more welfare payments.
